Office Of Community Capacity Building
The Office of Community Capacity Building (OCCB) serves as a catalyst for improving Virginia’s community development partners’ effectiveness to achieve their mission.
This is accomplished by providing capacity building services in five key areas:
- Organizational Development and Growth
- Organizational Management
- Resource Development
- Program Development
- Community Relations and Accountability
The goal of OCCB is to help develop sustainable organizations that improve the quality of life in the communities they serve.
OCCB offers a variety of programs and services, primarily to nonprofit organizations and local governments located in non-entitlement communities throughout Virginia, to assist with increasing capacity. Intensive technical assistance and training is provided to strengthen and improve an organization’s performance.
Services:
- Training Center: Offers trainings on organizational development and affordable housing development related topics.
- Technical Assistance and Facilitation Services: Can be provided short term for groups that need assistance with strategic planning, project planning, issue resolution, process improvements, and other meetings and planning sessions.
- Funding Prospect Searches: For private foundation funding through an online directory available for nonprofit organizations in Virginia.
- Community Housing Development Organization (CHDO) Certification and Recertification: Completed for community-based organizations that serve non-entitlement areas in Virginia with the capacity to develop affordable housing. CHDOs are certified using guidelines established under the HOME program.
Programs:
- Seed Program: A two-year capacity building and operating support program for organizations engaged in community development activities that have identified a gap in their capacity, and have a need for technical assistance. Participating organizations receive training in strategic planning, board and staff development, financial management, fund development, marketing and communications, and information systems.
- Appalachian Regional Commission Flex-E Grant: Invests in short term projects that build the community’s capacity to mobilize local resources, gain leadership experience, and strengthen community institutions and networks.
- Communities for Opportunities: Assists Virginia workers in improving basic workplace skills for job placement, stability, retention, and advancement.

Housing Development Finance Professional Certification Program
BB&T is bringing the National Development Council’s Housing Development Finance Professional Certification Program to Virginia! This four-course program is a rigorous and comprehensive training series designed for housing development practitioners. Participants learn the tools and techniques of the trade to build the capacity they need to successfully create jobs and translate housing development opportunities into results. Topics include real estate finance analysis, negotiating, problem solving, deal structuring and more! Each course is offered at the cost of $150.
