Established in 1989, Business Development Centre, Inc. is an incubator/ small business resource center located in Lynchburg, Virginia. The center is a nonprofit corporation committed to helping small business owners, especially low- to moderate-income individuals, minorities and females, find the assistance needed to start or grow their businesses. In 1995, the Business Development Centre established a microenterprise program with funding from VEI and the Small Business Administration. |

Business Seed Capital, Inc

Total Action Against Poverty (TAP) is a community action agency created in 1965. Since that time, it has focused its mission on addressing the economic and community development needs of economically disadvantaged persons. In 1994, TAP created Business Seed Capital, Inc. (BSCI) to assist low-income and marginalized individuals with small business development in the Roanoke Valley. With VEI funding provided in 1995, BSCI expanded its entrepreneur training program to include microlending. |

Community Business Partnership

Community Business Partnership (CBP) was formed in 1995 to create and foster opportunities for small businesses in Fairfax county, primarily among low and moderate-income individuals. CBP has made 23 loans since 1998, when the Microloan Program was started. In 2001, CBP partnered with the Hispanic Committee of Virginia to offer a series of four classes in Spanish for business start-ups. CBP continues to offer other business courses in Spanish. CBP provides small business training, business planning assistance, individual counseling and technical assistance, commercial loan packaging assistance, and a micro-loan direct lending program. |

ECDC Enterprise Development Group

The Ethiopian Community Development Council (ECDC) has offered a microenterprise program since 1992 when it received a $250,000 grant from the Office of Refugee Resettlement, U.S. Department of Health and Human Services. This program grew to include a variety of constituents and became the Enterprise Development Group (EDG) in 2000. Also in 2000, EDG established itself as a Community Development Financial Institution. The mission is to promote opportunities for self-sufficiency of low-to-moderate income people through sustainable economic and community development initiatives. EDG is the chief provider of the Small Business Association (SBA) Microloan Intermediary lender program in the metro D.C. region. |

This program was created by the Middle Peninsula Planning District Commission in 2000 and assists entrepreneurs by providing access to training, technical assistance and capital. New Visions, New ventures (NVNV) was formed as a nonprofit in 1998 to promote economic independence for low-income women.In 1999, the organization began implementing the From Prison to Entrepreneurship program, to reach incarcerated as well as community-based low-income women. The program was designed to promote economic independence for women in difficult life circumstances by providing opportunities for self-employment and microenterprise development. NVNV offers training, technical assistance, access to capital, follow-up assistance, and support services. |
