Manufactured housing installation program
This summer and fall, the Virginia Department of Housing and Community Development will be hosting a Manufactured Installation Program training program in several locations throughout Virginia.  Registration for this program is $100, which is refundable two weeks prior to the start date. The Virginia Manufactured Housing Board has nine members, appointed by the Governor, representing specific groups designated in the enabling legislation. Two members must be manufactured home manufacturers, two must be manufactured home dealers or retailers, four members should have knowledge of the industry and represent the public, and the ninth member is the Director of the Virginia Department of Housing and Community Development (DHCD) or their designee.

The board adopts and, with assistance of DHCD staff, carries out the enforcement of the Manufactured Housing Licensing and Transaction Recovery Fund Regulations. The board is responsible for licensing manufactured home dealers, brokers, manufacturers and the salespersons working for those companies. The regulations address the conduct of the licensees, regulate advertising practices, require warranties by manufacturers and dealers, and provide for the administration of the Transaction Recovery Fund.

Under this program, the board is authorized to receive consumer complaints on manufactured homes and make case decisions as necessary to resolve certain complaints. The Recovery Fund provides a system for people to be reimbursed, within limits, for damages or loss suffered due to violations of the regulations by persons or companies licensed by the board.

The board does not regulate manufactured home installation or set-up contractors licensed and regulated by the Board for Contractors under the Department of Professional and Occupational Regulation.
