DHCD is relocating
The Virginia Department of Housing and Community Development (DHCD) will be moving its office location on July 9 – 10. Due to this move, the agency will be closed to business on these days. Computer services may not be available during this time; however the agency will resume business as usual on Monday, July 13.

Neighborhood Stabilization Program (NSP-2) draft proposal
The Virginia Department of Housing and Community Development (DHCD) intends to apply for additional Neighborhood Stabilization Program (NSP) funds to provide further assistance to those communities most impacted by the recent foreclosure crisis. Comments on the draft proposal will be accepted through July 12, per the instructions below.
Five Virginia nonprofits receive recognition from state at the VIDA Milestone Achievement Ceremony
Five Virginia nonprofit organizations received recognition today at the inaugural Virginia Individual Development Accounts (VIDA) Milestone Achievement Ceremony, sponsored by the Federal Reserve Bank of Richmond.
VIDA, a matched savings program providing eligible, low-income individuals with a savings match of two dollars to every one dollar saved, up to $4,000. VIDA is a program of the Virginia Department of Housing and Community Development (DHCD), administered locally by more than 50 intermediaries located throughout the state.
Manufactured housing installation program
This summer and fall, the Virginia Department of Housing and Community Development will be hosting a Manufactured Installation Program training program in several locations throughout Virginia. Registration for this program is $100, which is refundable two weeks prior to the start date. Communities for Opportunities program funding available
The Virginia Department of Housing and Community Development (DHCD), and The Office of Adult Education and Literacy (OAEL) of the Virginia Department of Education are pleased to announce the availability of $125,000 in the Communities For Opportunities for Fiscal Year 2010. The focus of the Communities for Opportunities (CFO) program is to assist Virginia workers, who have not completed high school, in advancing through an adult education program to achieve a GED and subsequently enter or retain employment and/or pursue postsecondary education or job specific training.
Enterprise Zone Designation How-to-Qualify Workshops
The Virginia Department of Housing and Community Development is preparing for
the 2010 Enterprise Zone Designation Round. Four Enterprise Zones designations
will become available on Dec. 31, 2009. Two How-to-Qualify Workshops will be
held for localities interested in learning about the application process. To

Down Payment Assistance (DPA) Program - Program Application
DHCD seeks proposals for the HOME-funded DPA program. This will be a
competitive application process open to eligible applicants serving clients in
Virginia. Applications must be received in the DHCD office no later than
5:00 PM on Friday June 26, 2009. All questions regarding the application

Weatherization assistance available
The Weatherization Assistance program provides funds to reduce the heating and
cooling costs for low-income families, and to ensure their health and safety.
Assistance services are available for low-income households, particularly for
the elderly, individuals with disabilities, and families with children. The
program provides direct installation of energy-saving measures such as: sealing
air-leaks with insulation, caulking, and weather-stripping; repairing leaky
duct systems; repairing and/or replacing inefficient or unsafe heating systems;
and installing carbon monoxide and smoke detectors.
Homelessness Prevention and Rapid Re-Housing Program (HPRP) funds
As part of the American Recovery and Reinvestment Act, the Virginia Department
of Housing and Community Development (DHCD) will receive $11.4 million in
Homelessness Prevention and Rapid Re-Housing Program funds. DHCD has just
released preliminary guidelines on the process and timeline of the
administration of these funds.
Virginia Neighborhood Stabilization Program
The Neighborhood Stabilization Program will provide emergency assistance to
state and local governments to acquire and redevelop foreclosed properties that
might otherwise become sources of abandonment and blight within their
communities. Funds will be used to purchase foreclosed or abandoned homes and
to rehabilitate, resell, or redevelop these homes in order to stabilize
neighborhoods and stem the decline of house values of neighboring homes.
Private Activity Bonds As of July 1, 2008 the Virginia Department of Housing and Community
Development is responsible for that portion of Virginia's private activity
bonds set aside for local housing authorities and for that portion set aside
for the state allocation. Please review the Private Activity Bond Allocation
Guidelines for information on submitting an allocation application. Housing
authorities should use form HB. All others should use form IDB.

2006 Virginia Codes now
available through ICC
The 2006 Virginia Codes are now available through the International Code
Council (ICC) and are available for purchase in individual volumes or complete
sets. To take advantage of the early bird reduced price, orders must be
finalized by July 31.
The 2006 Virginia Codes and the related regulations
will also be available on the
ICC e-Codes Web site. Unlimited electronic access to the
2006 Virginia Codes will be provided at no charge to Virginia’s
customers as they are finalized.
The 2006 Virginia Codes incorporate the customized text
of the Virginia administrative and technical amendments within the base text of
the ICC model codes. Each code discipline will consist of a single volume,
inclusive of the Uniform Statewide Building Code (USBC) amended language.
However, downloadable links to the USBC and the related regulations continue to
be available on the
DHCD Web site.
