An industrialized building must meet the following requirements in order to be registered and eligible for the Virginia Registration Seal:

  • The Compliance Assurance Agency ( CAA) has reviewed and approved the design/plans, the CAA has conducted the necessary testing and evaluation of the building and/or components,
  • the CAA has provided inspections and quality assurance services in the factory to assure compliance with the applicable building codes, and
  • the CAA has applied the Virginia registration seal to the building. 


The current price is $75 per seal per modular unit for commercial buildings. For single family residential structures, the fee is $75 per seal per modular unit for a maximum of two seals required, regardless of the total number of modules for that structure.

Manufacturers contact the CAA and request the number of seals needed. Seals are ordered online by the CAA and paid by check or credit card, and may either be shipped directly to the manufacturer or CAA.
