Community Development Block Grant (CDBG) Innovation Fund

The Community Development Innovation Fund provides support to eligible localities for implementation of new, innovative and timely community development projects. There are four components to the fund:
- Local Innovation Program – innovative small-scale pilot projects, such as Individual Development Account programs, entrepreneurship development or telecommunications projects
- Self-Help Virginia Program – funding for water and sewer projects wherein community residents and stakeholders substantially participate in the construction activities
- Supplemental Housing Rehabilitation Loan/Loss Reserve – established for supplemental housing rehabilitation loan programs under the Indoor Plumbing Rehabilitation (IPR) and CDBG programs
- Scattered Site Housing Rehabilitation for Homes without Indoor Plumbing – for projects that address owner-occupied housing lacking in complete indoor plumbing facilities
Funding totaling $2.75 million is allocated for 2013 fund programs. Applications are accepted on an open basis from Jan. 1-Sept. 30, 2013 or until all the funding has been allocated.
Eligibility
Units of local government in non-entitlement localities are the only eligible recipients of VCDBG funding. Localities may partner with planning district commissions, nonprofit organizations and other entities to undertake project activities.
