Virginia Rent Relief Program (RRP)


The Virginia Rent Relief Program (RRP) is designed to support and ensure housing stability across the commonwealth during the coronavirus pandemic. Depending on availability of funds and household need, the RRP may provide financial assistance for rent payments for eligible households. This includes financial assistance for rent payments past due beginning April 1, 2020 and onward with the opportunity for renewal based on availability of funding and the household’s need for additional assistance and continued eligibility. This assistance does not have to be repaid. 

Effective Dec. 1, 2021, RRP transitioned to a one-application system for both landlords and tenants to initiate and apply for rent relief. An updated, secure, and user-friendly portal known as Gov2Go allows you to access the Rent Relief Program on virtually any web-enabled device. 

Important Details:

  • Virginia Housing and DEVAL are no longer accepting applications or contract amendments through its portal. They will continue to process pending applications or amendments already in process prior to that time.
  • With the new Gov2Go system, both tenants and landlords will enter all new applications in one location/portal, further streamlining the application process. This approach will allow for more detailed, frequent automated communication and status updates. 
  • Using the portal, landlords and tenants will be able to access status updates on landlord-initiated as well as tenant-initiated applications. 
  • Assistance for tenants and landlords is also available by calling the RRP Support Center at 1-833-RENT-RELIEF (1-833-736-8735).

Accessing the New Portal:

Landlords and tenants must create new accounts with Gov2Go to initiate new applications through the portal. Once an account is created, you will select the Discovery tab, and the Rent Relief application will appear for you to complete.

Important Note to Landlords:

Landlords will be able to access older applications or payment details through the new Gov2Go portal. Please note, to protect your privacy, all landlords need to securely upload their W-9 and banking information into the new application platform, Gov2Go. If you have any issues uploading your W-9, please contact the RRP Support Center at 1-833-RENT-RELIEF or 833-736-8735.

To get an update about an application submitted through the Deval RRP Support Center, check your application status at Status on new applications submitted through Gov2Go can be checked on the platform or by calling the Support Center. If you are unable to determine your status on the website, send an email to with the tenant's last name and application number in the subject line, along with a brief explanation of what happened when you tried to check your status.

Note: Chesterfield County and Fairfax County are administering separate local programs. As of December 14, 2021, Chesterfield County's Rent and Utility Relief Program provider, ACTS, has received requests for rental assistance in excess of the available resources from the U.S. Department of Treasury. ACTS has closed the application portal to ALL new requests unless additional resources are made available. ACTS will continue to distribute the program’s remaining funds until all funds are expended. Priority will be given to Chesterfield households earning 50 percent or less than area median income, those where one or more individuals has been unemployed for a 90-day period preceding the date of application, those with children under the age of 18, and those with seniors age 65 and older. All households that submitted an application prior to December 14, 2021, will be contacted by an ACTS caseworker with an update on the status of their application and availability of resources.

At this time it is unknown if and when Chesterfield County will receive additional federal  funds for rental assistance. Chesterfield County has operated its own rental assistance program, and Chesterfield County residents are not eligible for the Virginia Rent Relief Program (RRP) offered by the Virginia Department of Housing and Community Development.

RRP Application Prioritization

Equitable distribution of rental assistance throughout Virginia is a guiding principle of the Virginia Rent Relief Program (RRP). Prioritization is given to households who are currently facing eviction, whose income is at or below 50% Area Median Income (AMI), and/or include an adult who has been unemployed more than 90 days. Out of the households that have received payments since the inception of the program (as of July 1, 2021), more than 79% of all households are at or below 30% of area median income.

In addition, DHCD seeks to promote RRP within historically economically disadvantaged communities. As of July 1, 2021, RRP data shows that of those who identified their race, Black households account for almost 52% of those served, and white households account for 23% of those served. Over 67% of households served have included children under 8 years old. To support this effort, DHCD has initiated the RRP Outreach and Engagement grant to strategically assist households and landlords who have limited access to the Internet or are not able to complete the online RRP application due to accessibility and language barriers.

Please use any materials from this Marketing Toolkit with your members/group to help raise awareness that rent relief is available for those affected by the pandemic. You can print or email the flyers and infographic and send to your members or constituents. You may also download social media assets and post to your social media accounts to help spread the word.
