Virginia Make Ready Initiative

The Virginia Department of Housing and Community Development’s (DHCD) Office of Broadband is announcing that there is $3,378,689 available for the Virginia Make Ready Initiative (VMRI) for an application round in May. 

Applications submitted under VMRI should be submitted through DHCD’s Centralized Application Management System (CAMS) under the 2025 Virginia Telecommunication Initiative.

The application deadline for these funds will be May 8, 2025 at 11:59 p.m.

Applicants are reminded that funding under this program that is unexpended by June 30, 2025 will revert to the general fund. Therefore, DHCD will be requiring that all remittance requests of projects awarded under VMRI be submitted on or before June 13, 2025. Applicants are encouraged to review the guidelines and criteria, especially those sections regarding eligible prior expenditures.

FY2025 VATI Program

The FY2025 & FY2026 biennium budget outlines $10 million in funding in each year of the biennium for last-mile broadband deployment projects. The Office of Broadband will release details on the FY2025 Round of the Virginia Telecommunication Initiative when additional details and timeframes are known regarding the Broadband Equity, Access, and Deployment (BEAD) Program.

VIRGINIA TELECOMMUNICATION INITIATIVE PROJECT DASHBOARD

The Virginia Department of Housing and Community Development (DHCD) has released the Virginia Telecommunication Initiative (VATI) Project Dashboard for projects funded in the FY21 and FY22 program cycles. The dashboard reports on key project progress indicators, including dollars expended and locations provided broadband access. The dashboard is designed for residents and other stakeholders to stay informed on the progress of projects in their areas to provide broadband access. 

 

CURRENT VATI RESCOPES

The project(s) listed below have formally requested to rescope their current VATI project to include passings outside of their original project area. As such they are subject to a thirty (30) day challenge period. If you would like to submit a challenge, please contact the VATI team at VA-TI@dhcd.virginia.gov. 

Hampton Roads PDC 2022 VATI RESCOPE

This project has requested to add additional passings that are currently BEAD-eligible to their 2022 VATI project. 

VATI Annual and Quarterly Reports

Required by the Virginia General Assembly, the Department of Housing and Community Development is responsible for developing and submitting quarterly performance reports on the Virginia Telecommunication Initiative (VATI). VATI quarterly reports detail the following metrics: (1) Number of passings; (2) Grant dollars expended by fund source (State and Local Recovery Fund, Capital Project Fund, general fund state grants and match); (3) Contract performance period, and on-time progress towards project delivery; (4) Maximum advertised project speeds available; and, (5) Achievement of key project milestones. Additionally, each report includes an evaluation of any projects under risk of incompletion or underperformance as well as reasoning for project delays.
