Virginia Eviction Reduction Program

Recognizing the benefits of eviction reduction efforts, the General Assembly passed, and the Governor signed a budget during the 2020 Special Session, allocating $3.3 million to implement the Virginia Eviction Reduction Pilot (VERP). Check out more information about this pilot program that will create a local/regional coordinated systems approach to effectively prevent evictions.

Housing Innovations in Energy Efficiency (HIEE)

DHCD's Housing Innovations in Energy Efficiency (HIEE) Program is funded through the Regional Greenhouse Gas Initiative (RGGI) proceeds. The program will make energy efficiency upgrades to new and existing residential buildings to reduce energy bills for low-income Virginians.

Virginia Homeless Solutions Program (VHSP)

The Virginia Homeless Solutions Program (VHSP) is a Homeless and Special Needs Housing (HSNH) funding source that supports the development and implementation of localized emergency crisis response systems with housing-focused, coordinated community-based activities. 

Housing Opportunities for Persons with AIDS (HOPWA)

The Housing Opportunities for Persons With AIDS (HOPWA) program is HUD funding dedicated to the housing needs of people living with HIV/AIDS. DHCD administers the program by granting funds to nonprofits and local governments to provide housing and services that benefit low-income persons living with HIV/AIDS and their families.

Virginia Housing Trust Fund Homeless Reduction Grants

The goal of the Virginia Housing Trust Fund Homeless Reduction Grant is to reduce homelessness in the commonwealth of Virginia. The Homeless Reduction Grant comprises up to 20 percent of the Virginia Housing Trust Fund.

CoC/Balance of State

The Balance of State (BoS) Continuum of Care (CoC) is comprised of 12 local planning groups (LPG) that span from the most eastern point to the most western point of the state – over 500 miles. DHCD serves as the lead agency and works to ensure the BoS CoC aligns with state and federal regulations and goals to end homelessness.
