The statewide levy (currently at 2 percent) upon all local permit fees issued in accordance with Virginia Uniform Statewide Building Code (VUSBC) is collected to support operations and programs of Virginia Building Code Academy for training and certification of local code enforcement personnel. The local building department shall collect a 2 percent levy of fees charged for building permits and transmit it quarterly to DHCD.

Invoices are emailed at the end of each calendar year quarter to the localities collecting levy permit fees and are due within 45 days of the end of the quarterly collection period. Currently payments are paid via check made payable to the Treasurer of Virginia and sent to:
